A South African Police Service-branded face mask of the kind supplied during the COVID-19 pandemic. The Madlanga Commission's supporting affidavit by investigator Tshepo Nyatlo cites a January 2021 WhatsApp message in which Mohammed Sayed asked Maj-Gen Feroz Khan how to obtain a SAPS contract to supply branded masks - allegedly using their relationship to open procurement doors that should have been competitive.
Why it matters
A mundane object that illustrates the alleged conversion of a senior law-enforcement relationship into personal procurement advantage. The masks sit within the procurement manipulation thread of the Nyatlo affidavit: a private businessman allegedly using crime intelligence connections to steer a government contract. National Treasury, described in the affidavit as one of South Africa's cleaner departments, also appears in the wider procurement allegations.
