Day 136, 9 July 2026. The Madlanga Commission returned to public hearings after the previous day's closed session for 'Witness M'. World Bank anti-corruption expert Dr Albertus Schoeman, a task-team leader on the World Bank's anti-corruption programme in Southern Africa, testified on structural weaknesses in the SAPS financial-disclosure and lifestyle-audit systems. He told the commission that no SAPS officials faced lifestyle investigations across the 2021/22 to 2023/24 years, that only five of 823 senior managers were audited in 2024/25 - all of whom were cleared - and that because disclosure forms exclude family members, assets can be hidden in relatives' names. The commission also confirmed that President Cyril Ramaphosa had extended its deadlines, with public evidence now to conclude by 2 October 2026 and the final report due by 16 November 2026. Nothing in the evidence is a finding; the systemic gaps described are matters for the commission's report.
