An MK Party Member of Parliament who served on Parliament's ad hoc committee on policing and testified before the Madlanga Commission on 30 June 2026 (Day 129). Shongwe told the commission that as he pressed for suspended SAPS Crime Intelligence boss Major-General Feroz Khan to account before Parliament, Khan and his alleged associates offered him a R10 million bribe - and that EFF leader Julius Malema was the most vocal in opposing Khan being called to appear. He says he refused the offer, reported it to former president Jacob Zuma, and brought it to both the parliamentary committee and the commission. Why he pursued Feroz Khan

On Parliament's ad hoc committee he was troubled that Khan was never called despite serious allegations.

Shongwe said his interest in Khan intensified while he served on Parliament's ad hoc committee on policing. He told the commission it concerned him that Khan - despite his senior Crime Intelligence position and the seriousness of the claims against him, spanning the 2021 Aeroton drug bust, alleged cover-ups and illegal cigarette smuggling - was never called to testify before the committee. He testified that EFF leader Julius Malema was the most vocal in opposing Khan being summoned, though he said other parties also supported keeping Khan off the witness list. Untested allegation; Malema is presumed innocent.

The Durban video call: 'you are suffocating me'

He says a meeting was arranged at a Durban security firm where a tearful Khan appeared by video.

Shongwe testified that on 8 March 2026, men he identified as Khan's associates - Yusuf Kajee and a man known only as Imran - arranged a meeting at the offices of a private security company, dRK Tactical, in Durban. He said Khan joined by video call, appeared tearful, asked why Shongwe was after him and told him 'you are suffocating me'. These are untested allegations; Khan is presumed innocent and has not answered them before the commission.

The alleged R10m bribe: cash, a tender and bulletproof BMWs

He says he was offered R10m cash, or a R2m security tender, plus two armoured BMWs.

Shongwe told the commission he was offered a choice: a R2 million security tender at Checkers, or R10 million in cash, along with two bulletproof BMW vehicles with tinted windows, to stop pursuing Khan. He said the cash was to be handed over at a follow-up meeting in Sandton on 10 March 2026, which he did not attend. He testified that he reported the approach to former president Jacob Zuma the next day and was advised to expose it publicly, after which he relayed the events to both the ad hoc committee and the Madlanga Commission.
